As we've described legacy systems are a product of an organization and it's culture, so if you want different outcomes one approach is to start a brand new company. While done literally in some cases in others separate office space and an agreement not to enforce existing organization structures and control has been enough to ensure success. This approach requires an organization to take the step of acknowledging that their biggest challenge in legacy modernization is themselves.
